What the regulation says

9 NYCRR §129.2(f), quoted word for word from OCM’s published text (9 NYCRR Parts 128 & 129, as adopted December 3, 2025, page 20). Checked against the source on October 2, 2026.
What the rule requires
- All three pieces: the phone number, the text number, and either the website or a QR code. A phone number on its own does not meet the rule.
- The HOPEline is run by the NYS Office of Addiction Services and Supports (OASAS). The contact details above are the ones OASAS publishes at oasas.ny.gov/hopeline.
Penalty
OCM can fine up to $5,000 per advertising violation (Cannabis Law §16). The actual amount is set case by case. Estimate your exposure.
How CannaComply checks this
The free scan looks for the phone number, the text number and the website (or a HOPEline QR code it can identify) on the pages it reads. A phone number alone is reported as incomplete.
